No, as Capital X Panel Designer and Capital Panel Designer (Offline version) are two separate software. Capital X Panel Designer is accessible via browser while Capital Panel Designer (Offline version) is an installable software. You may however download the drawings from Capital X Panel Designer and open them in Capital Panel Designer (Offline version), and vice versa. With that, you may continue your work on Capital Panel Designer (Offline version) even without internet access.
